Furthermore, his income was declared. I would suspect because he paid so much in taxes previous years and was by technicality not being paid because he declined it he had no technical job - that they didn't go for the usual 50%.

Here's something I have to say that will beat everyone's logic...he didn't get paid at all those years. He declined White House pay and his son now runs the business. The only reason he might've had to pay for 2016 was a campaign run and for 2017, just for the fun of it.
