Nearly 60,000 former students are owed money including £2m in unnecessary payments made in 2019-20

Should be made to pay it back to students with interest. Be taken to court, prosecuted & fined & have their right to issue new student loans removed.

Simple solution: transfer the funds to the taxman who can credit every student’s personal income tax account and the credit will be used to offset future owed taxes. If they can use the taxman to collect payments, they can surely use that route to get refunds paid back.
