It is increasingly difficult to decide whether the US has a strategy when it engages with Russia about the serious threat the latter poses in eastern Europe. On the one hand, US president Joe Biden’s administration condemns the mobilisation of troops on the Russian-Ukrainian border by Vladimir Putin, the Russian president. On the other, it equivocates about its preparedness to act in the event that Russia encroaches on Ukrainian territory.
