The Coalition has vowed to “roll out the red carpet” for businesses and cut the payroll tax for small companies as part of its push to reinvigorate the state’s economy in the aftermath of COVID-19 disruption.
“We’re going to make the payroll tax system from the worst in Australia to the best in Australia,” Guy said at the Melbourne Performance Centre in Croydon South. “Payroll tax is a tax on jobs ... [the policy] will allow those businesses to employ more Victorians or rejig their businesses to future-proof them.”to Victoria’s payroll tax system, which they say is not as competitive as that in NSW.
Grattan Institute economic policy program director Brendan Coates said there was no good reason why small businesses should be exempt from payroll tax and the evidence pointed to having a flat rate that applied to all businesses irrespective of size.“This is a pretty piecemeal change,” Coates said. “A root-and-branch reform would go in the other direction to provide a level playing field for small and larger businesses.
While opposition leader in April last year, Michael O’Brien also announced he would lift the payroll tax threshold to $1.6 million, but costed the policy at $1.3 billion over four years.

Simple Google search NSW: The payroll tax rate reverted to 5.45% on 1 July 2022. VIC: From 1 July 2022 the payroll tax rate is 4.85% except for regional Victorian employers, the rate is 1.2125%.
