The airport rail project would come earlier and cheaper if it was to be integrated into the existing system. Enhancements can come later as they are deemed necessary.

Here we go again. West Gate Tunnel business case on 2015 design, heavily redacted. Where is Independent auditors report? Where is public accountability?

Surely it would be more cost effective to build a 10km tunnel from Watergardens to Broadmeadows with stations underneath both domestic and international terminals? The line could run in both directions with express or limited stop options in a loop to the city.
