Concern over lost tax revenue, impact on health care, as B.C. considered one of worst provinces for contraband.

It is not surprising that contraband sales are taking place. Tobacco is the news evil substance, and even alcohol is not as bad at all. Don't raise price to discourage smoking. Leave some choice to people. Pollution most likely causes more deaths but what is done about that?

Perhaps they have taxed them beyond what 30-50% of people can afford. They try to stop people from smoking by making it unaffordable. However that only creates an opportunity for others.
