The uniform shows he was on duty. It is wrong to use it to preach to the public. It might mean he abandoned his duty for preaching. Unless it was designed to endear the people to the police considering the mistrust and frosty relationship they have with the people.

Well it depends on what he preaches. If he educates the people about their rights, laws and stuffs like that, it's okay but if he is preaching religion then he is VERY WRONG! He shouldn't be using his uniform, he can do that in mufti.
