, an average of 6.1 unhoused individuals were arrested per square mile in 2017; within the bounds of ESDs, that number was 137.7. It’s true that correlation and causation are intermingled here, as some unhoused populations are concentrated in ESD areas; regardless, the vast disparity is striking.

From August 2002 to July 2012, the value of this labor, assessed at minimum wage, totaled $958,456.20 — nearly a million dollars worth of free services in just that decade. While Clean & Safe stopped funding the court in 2020, the organization’s 2020-2021 agreement with the city establishes that, “Administrative support shall be provided to the Downtown District Attorney to assist with community prosecution services benefiting citizens and residents within the District.
