He was born in the village of Njijini, outside Mount Frere, in the Eastern Cape.
In 2011, Adv Madlanga was one of the JSC Commissioners, who interviewed former Chief Justice nominee, Mogoeng Mogoeng in Cape Town. In 2016, Justice Madlanga delivered a judgment in which he declared Section 11 of the Powers, Privileges, and Immunities of Parliament and Provincial Legislatures Act to be inconsistent with the Constitution.
The court declared that MPs cannot be removed or arrested by police for causing disturbance in the chambers due to exercising freedom of speech.
