Manufacturers who earlier moved the bulk of their manufacturing from China, either due to the country's trade tensions with the U.S. or because of rising labor costs in China, have found production stalled because they still rely on the country for parts.

A year and a half ago, a lingerie manufacturer set up a factory in eastern Bangladesh. At the plant, 16 Chinese supervisors usually oversee 500 Bangladeshi workers but half the Chinese staff has been quarantined for weeks. “We’re already facing delays,” said Ramiz Khalid-Islam, the executive director of the Onus Group, which co-owns the factory with China-focused P.H. Garment Manufacturing. “It’s just going to keep getting worse if China cannot deliver us materials on time.”

Tech and consumer electronics, industries have been hardest hit by the stalled production lines, supply-chain consultants say. Autos and pharmaceuticals are more moderately exposed, while industries like apparel, where capacity already has begun to leave China, have lower risk.
