This is not news. 'Considering' means leaked to appease people but nothing will happen. Do you really think they will will be looking to tax the Tory donors whom they handed out lucrative contracts to? Or maybe it's limited to those who weren't Tory donors.

HMRC need to up their game and Parliament needs to pass urgent legislation to remove tax avoidance loopholes Companies and individuals using them need formal investigation It’s time the correct % of tax was collected from the wealthy companies & individuals who seek to avoid it
