The original concept for the project, called Crystal Lagoons, was slated to open before the Super Bowl in 2023 and had been led by Epic Resort Destinations LLC and Florida-based Crystal Lagoons. Now led by the Fishers, who were initially brought on as a general contractor and financier for the first concept, VAI Resort is slated to open in late 2023. Like other projects in the Valley, the resort experienced some delays due to supply chain challenges but now controls its own concrete production.

In its first year, the water portion of the resort will use less than 32.5 million gallons of water. After this, the resort will have a water demand of about 20 million gallons of water annually. Most of the water used for the resort will come from the city's supply of Salt River Project water, while some could come from the Central Arizona Project and groundwater resources.
