Huge investment on water-dependent factories in a state that faces future water crisis.

Against global investments of $400 billion in Semiconductor this year, it isn’t much. At best, it’s a catastrophic insurance for 3,4, and 5nm CHIPs. It doesn’t provide full health insurance against SupplyChain collapse or disruption. It is the Obamacare version for CHIP.
