The city of Surprise planning commission gave its recommendation of approval in the first major step in a long process to pave the way for Fort Worth-based BNSF Railway Co.'sThe planning commission held its second meeting for a major change in Surprise's general plan, which is required by law and guide's the city's growth long-term,to employment, which allows for industrial and commercial growth.
Snell & Wilmer LLP, a legal representative for BNSF, said at the Feb. 16 meeting that an initial approval for the general plan amendment will allow them to start the process to file a rezoning application, which will include detailed development plans as well as a traffic impact analysis. "Once I stood on her property and looked around and felt what it was like out there and heard her speak as to how it would destroy their life, I felt like I really understood what she meant," Keating said at the Feb. 16 meeting."At this time, I don't support it, just because I believe the character is as opposite as possible from the current character of everything else in that area and all of the people that live there and why they chose to live there.
