Haiti's troubled government is accusing Canada of stalling in its promised delivery of armoured vehicles, and argues the delay is hindering a plan to clear violent gangs from Port-au-Prince.

Haiti is a living example of what a nation is like after being on 'France's bad side for 300 years' after they 'gained independence' through a 'freedom loan'. (extortion in the 21st century) Armoured cars for the 'bribes' to be distributed? The $2B for quake relief is still gone.
