The debt ceiling deal is likely to be passed by Congress, and investors can look for a market opportunity in the forms of Treasury bonds.

"I think it is virtually certain that it will be passed," said Jeremy Siegel, professor of finance at Wharton School at the University of Pennsylvania. He said he had "very little doubt that they weren't going to reach an agreement... this is going to be a done deal and voted positively on Wednesday."
