U.S. stocks rose at the start of trade Monday after China's top trade negotiator, Vice Premier Liu He said over the weekend that the U.S. and China had made "substantial progress" toward a so-called "phase-one" trade deal that investors hope will remove the threat of higher U.S. tariffs on Chinese imports set to go into effect in December.
