Clearly Jill Hennessy is out of touch agreeing to spend $2.3m for a business case for a new Vic hospital. She could've giving it to some MBA students to do the business case FOR FREE as part of their MBA thesis. An idiot minister presiding over an idiotically $ flushed Dept

I can empathize. But at the same time this is what happens w/unregulated unplanned growth: concentrated population areas w/o infrastructure, services, etc, yet a populace that needs/expects that somehow it'll magically appear. Time to rein in the developers & get leaders w/vision
