Stephen Donnelly, the Minister for Health, may consider taking legal action before publishing the first phase of the “Grace” report, a Commission of Investigation set up to examine claims of physical and sexual abuse at a state foster home. The final phase one report into the case, which has been described as the “greatest scandal of our time”, is expected to be published in July.
