OAKLAND — To boost the city’s revenue by an estimated $40 million, some elected leaders want to overhaul Oakland’s business tax by giving small companies a slight break and raking in more money from the larger ones.

If the City Council later this month sticks to an earlier decision to place the proposal on this year’s ballot and voters approve it, Oakland would join San Francisco and Richmond among cities that have chosen a more progressive, tiered tax approach. Oakland elected officials and business leaders are once again grappling with how to overhaul the way businesses are taxed in the city.

Fortunato Bas and Fife’s proposal would also create a new tax for large companies with administrative headquarters in Oakland. They would also have to pay $15 per $1,000 of their Oakland employees’ payroll, which could generate an additional $8.2 million for the city.
