'Arrow' star Stephen Amell has a new target in his sights -- the guy's taking his neighbors to court over what he claims is an unpermitted animal adoption biz ... one that he says is super loud and stinky!

-- who run a company called Rescues Rock Inc. ... which they advertise as a pet adoption/foster enterprise that they run out of their home in Los Angeles.

The problem ... the Amells live next door, and they allege that not only is this operation a complete and utter nuisance ... but it's illegal too, at least according to their suit.Per the docs, obtained by TMZ, SA spells out all the issues he and his family have had with RRI since Stavola/Gardiner moved in back in 2015. He claims they have upwards of 60 animals there, including at least 18 dogs and countless cats.

More importantly, the Amells allege that their neighbors are running the entire operation in a neighborhood zoned for residential only. The Amells claim they're at the end of their rope and felt compelled to file a lawsuit to stop it.Stephen and co. say these animals are yapping at all hours of the day and night -- disrupting his and his wife's sleep and that of his children ... including a newborn. And, of course, he also grouses the place reeks ...

That's amazing what they do but it should not be in a residential neighborhood. I would not want to hear animal noises allday long while I'm trying to sleep and maybe get some peace in my backyard and smell feces all the time. Your outrage is displaced.

What a great opportunity for us to educate ourselves about good rescue organizations! These are key to saving animals on daily kill lists in crowded shelters in crisis mode - people are dumping them more than ever before. If you care about animals,tell everyone you know to adopt.

Told by a couple who doesn’t even look after their own kid says a lot. I guess StephenAmell’ s raging parties are way better! Piece of advice for the neighbor: invite him over for an alcoholic drink and you’ll win him over in no time✌🏻

I live nearby and this rescue is NOT a problem. City routinely checks on them. The rescue is loved and supported by many. I don't think StephenAmell understands the neighborhood he sometimes lives in. Disappointing.

Are there no zoning laws or animal maximums and yard maintenance requirements in posh neighborhoods there? We got plenty of those rules here in NJ. Helps preserve property values. Got to do shelters cleanly and in the right areas.

The Amells always claim to be neighborly while tweeting clearly antagonizing literal sh*t like this. This was June 2020. Now deleted of course. So they can claim moral high-ground.

StephenAmell with all do respect I'm an animal lover and if you don't like animals that makes you something that I don't wanna say. Yes I am a fan of yours but lately you have done things that we as fans thing are wrong. We love you and we want you to think before you act.
