The new freeway will be developed in multiple phases over multiple years. The first phase includes building the freeway between the Loop 202 and Loop 303 south of I-10 in five segments, which is The city of Phoenix initially voted to sell the land in October and January, but postponed the sale twice, citing reasons such as needing additional time to review and prepare for the item.

It's located just west of the Loop 202 and north of the Salt River between Broadway Road and Southern Avenue. A city report said the vacant land cannot be developed without significant fill.The potential approval of selling the site also comes after the city's planning commission and City Council recently approvedfrom ranch or farm residence to an intermediate commercial district to allow for commercial development on the site following the sale of land to ADOT.
