But last Wednesday, an appellate court panel upheld the Superior Court’s ruling, allowing the project to finally move forward. San Francisco Chief Economist Ted Egan and Senior Economist Asim Khan stated in the latest controller’s report published last week that even as new business formation rates remain flat in other industries, new restaurants are opening in San Francisco at levels not seen since the start of the pandemic.
