As cold temperatures fill Harrisburg-area homeless shelters, there is a growing fear that the region's housing crunch is driving a growth in those living on the streets - and keeping them there.

In the summer, life is a little bit easier for Jessie Basore. Nights are warm enough to sleep on an outdoor bench, or camp in one of Harrisburg’s many abandoned houses.
