A spokesperson for the Arizona Municipal Water Users Association, a municipal water advocacy organization that represents 10 Valley cities and is opposed to the bill, said in a statement that the bill is being pushed by beverage manufacturers that want to “avoid” sending their wastewater to a utility and create a system that it believes would “negatively impact recharge permitting, recovery well permitting and assured water supply permits for all water users in the region.
Kinney added that these issues could send a"chilling signal to the market for large well-known companies to have their investments put at risk because there’s not an ability to self-resolve a wastewater challenge." Next, the bill will go to the committee of the whole for any potential amendments before it is voted on in a third Senate reading and sent to the House of Representatives.
