Companies building Eglinton Crosstown LRT plan to sue and stop working with TTC, says Metrolinx. Metrolinx says this is another “tactic” by Crosslinx Transit Solutions to delay construction of the $12.8 billion project.

The consortium building the Eglinton Crosstown LRT is asking a court for permission to stop construction, accusing Metrolinx and Infrastructure Ontario of taking an “irresponsibly hands-off approach” to their management of the troubled transit line, which is millions above budget and years behind schedule.

“As a result, Crosslinx has been hamstrung in its ability to advance the project and has faced significant delays,” which could have been avoided had the contracts been aligned, the application reads. In a statement, Phil Verster, CEO of Metrolinx, the provincial agency in charge of the line, called the move by Crosslinx “disappointing.”

She added that Crosslinx “has been forced to take this step after months of engagement with Metrolinx about the challenges to the project as a result of Metrolinx having no signed operating agreement with the TTC .” , where the provincial transit agency said Crosslinx did not have a “credible plan” to complete the $12.8-billion project. Metrolinx also flagged issues with the work Crosslinx has completed so far, “including but not limited to failure of waterproofing/water ingress leading to leakages and mold; and damaged public-exposed concrete.”, including “260 non-conformances — quality issues — that must be rectified.” Most of the issues are with the quality of the track work, he said.

Toronto’s Deputy Mayor Jennifer McKelvie said she is “extremely frustrated” by this “disappointing” news, and called on Premier Doug Ford to bring a “roundtable” together to come up with a solution.
