Michael McGrath says such a move would likely require legislative change

The extension of the bank-levy to non-bank lenders in the upcoming budget is being actively considered, but would likely result in legislative changes concerning how the levy is constituted and collected, the Minister for Finance has said.

Michael McGrath told the Business Post that he was examining a range of ways that the bank levy could be reformed, and would make his intentions known on budget day.
