The SA National Roads Agency says it was legally compelled to award a contract of R4.7 billion to a KwaZulu-Natal company whose directors are on trial for fraud because it was the highest-scoring bid.
The fraud charges relate to the inflation of plant hire hours in upgrading a Nongoma road between 2010 and 2013. The case is ongoing in the KwaZulu-Natal High Court in Pietermaritzburg. The directors include Elaine and Vasuthevan Naicker.Sanral is aware of the allegations Aqua Transport and Plant Hire is facing.
The National Treasury's supplier blacklist is notoriously thin and has accumulated only 180 firms and individuals since 1994. Aqua is not on the restricted supplier list but has had several encounters with impropriety.
