A car with a temporary license plate "traveling through the parking lot of" a gas station got the attention of a sheriff's deputy who looked up the plate and found the registered owner "had no Florida license on file."

Then, his arrest report said she learned “that the defendant had never had a United States driver's license in any state issued to him.” “He intended to apply for a work permit visa, which the application had not been completed,” the attest report said. “He stated he came to the United States to live for the next two years as a resident.
