MANILA, Philippines – The Federation of Filipino Chinese Chambers of Commerce and Industry Inc. expressed its sympathy over the passing of former ambassador Howard Q. Dee, a paragon of virtue whose life was defined by unwavering dedication to service, integrity and deep compassion for those most in need.The Philippine ambassador to the Holy See and Malta from 1986 to 1990 died on Aug. 21, a day after he suffered a stroke. He was 94.
