Bill Shorten has promised his government would provide the certainty business needs, in a breakfast speech in Perth.

It comes as the Labor leader gets the backing of party elder Bob Hawke, who in a letter wrote that Mr Shorten will be the ‘consensus’ Prime Minister if he wins government.
