Developers must adhere to "declared" designs and building practitioners will have to comply with a new registration scheme as part of reforms aimed at cleaning up the construction industry.

NSW Minister for Better Regulation Kevin Anderson and Building Commissioner David Chandler at NSW Parliament House earlier this year."People should feel confident they can enter the housing market in NSW knowing their home has been designed and built in accordance with the Building Code of Australia," Mr Anderson said.The key feature of the reform package is a new registration system for industry professionals, including builders, designers and engineers.

Mr Chandler said the changes were designed to stop developers from beginning the construction process with incomplete plans and then "making it up in the field". But the proposed reforms will not be retrospective, and will therefore provide no new assurances or avenues of recourse for present owner-occupiers or those looking to buy into existing buildings.
