African National Congress Deputy Secretary General, Jessie Duarte, says although they are aware of tender problems, the system is aimed at getting the private sector to help the public sector where it cannot provide services.

A private company was contracted to build 400 RDP houses in 2016 but so far only 85 houses have been built.Residents say the project stalled due to political interference and manipulations.The South African Communist Party has reiterated its call for the state to do away with the tender system saying they are seedbeds of corruption and the cause of the collapse of many key state owned enterprises.
