Indigenous peoples are recapturing their entrepreneurial spirit themselves, rather than wait for Ottawa to come through. Read on.

They are simply reverting to an entrepreneurial behaviour that was characteristic of North American Indigenous communities for millennia before the Indian Act stunted it.
