A Federal Court judge has ordered the owner of a Canberra massage business and his company to pay a fine of nearly $1 million for the 'systematic exploitation' of seven Philippine workers.

"The overwhelming majority of the contravening conduct was deliberate and intentional, rather than inadvertent or careless," Justice Katzmann said.
