They’re questioning how the prime minister’s avowedly feminist government could have passed over Carolyn Wilkins for Bank of Canada governor

When Justin Trudeau unveiled his first cabinet with equal numbers of men and women, he explained the move with three words that are now famous: “Because it’s 2015.”

All were careful to point out they respect Macklem, who takes up the Bank of Canada’s top job on June 3. But several said when it comes to getting the top jobs in finance, an old-boys’ network still exists. An official in the prime minister’s office, speaking Wednesday on condition of anonymity, said the government had several conversations and took time to make the right decision, describing the candidates as excellent. The official said there was no division within the government about Macklem as the consensus choice.

Outside RolesMacklem does have one other thing Wilkins doesn’t: senior management experience outside the bank. Given the government hasn’t chosen an insider as governor since 1994 — including Macklem, who was passed over in 2013 for Poloz — that may have mattered.

Ms Wilkins is certainly more than qualified and being second chair through this pandemic extremely well-versed on current events. Mr. Trudeau and others in the Liberal Party who would be unable to carry on an in-depth conversation with Ms Wilkins *simply* look at optics.
