“I’m more than a bit concerned that governments, in their zeal to beat their chests … are stretching out and quoting targets they don’t have any idea of how they are going to meet,” said retired Syncrude president Jim Carter, who served as chair of Alberta’s Carbon Capture and Storage Development Council.

“It’s definitely attainable,” said Andrew Leach, University of Alberta energy and environmental economist. “The question is whether we will have the policy push to get there. The shorter the time frame, the harder the choices. This ability to delay capital gains tax until the investor decides to sell is a huge benefit. Imagine investing in something earning 10 per cent interest and you had to withdraw $4,180 each year to pay the tax. Think how that would compare to a capital gain investment, where you can leave all of your money invested to grow, and you don’t have to pay tax until you decide to sell.When you think of semiconductors your first thought isn’t Canada. Honestly, it’s not the second thought either.
