President Joe Biden on Thursday will sign an executive order that administration officials said would bolster a Trump-era ban on investment in Chinese companies deemed national security threats to the United States.
Biden administration officials said that broadening the ban to also cover surveillance technology firms would help rein in companies that facilitate human rights abuses. Biden administration officials said they were also amending the Trump order in response to Chinese companies bringing a series of court challenges, which the officials said made the original policy “flawed and legally vulnerable.”
“We see this is as one action in the sort of broader sweep of steps we are taking to strengthen our approach to competing with China, and to countering its actions that are against our interests and our values," one senior administration official said Thursday. "We see this is one important step to take what the last administration did and sort of strengthen it, both legally and functionally.
