Angara said the additional funding could be used for retrofitting of school facilities and procurement of necessary equipment to comply with minimum health standards, and COVID-19 testing of school personnel.

The education sector has the highest allocation in the ₱5 trillion national budget with a ₱773.6-billion funding. The Senate has yet to take up the budget of DepEd and SUCs.

“We want to give them some degree of flexibility in the use of the funds since each institution would have different needs,” Angara said. The DepEd earlier started the pilot test of face-to-face classes in 100 public schools last Nov. 15 and it will also be implemented in 20 private schools starting Nov. 22.

On the other hand, limited face-to-face classes in select college programs, particularly health-related programs, began early this year. The Commission on Higher Education recently decided to allow face-to-face classes in all degree programs.
