Hundreds of millions of dollars of fees that are charged to trucking companies annually to bring containers in and out of ports should be scrapped and charged to shipping companies instead, the Productivity Commission says.

The fees are fixed, which means there is no capacity to reward more efficient drivers, for example.

The recommendation comes as the commission concluded that there is little countervailing pressure constraining the market power of container port operators, and that inefficiencies at the nation’s major container ports cost the Australian economy about $605 million annually. It claims the charges recover costs associated with developing infrastructure, as well as maintenance and operations.

The commission has also backed the competition watchdog’s calls to repeal Part X of the Competition and Consumer Act 2010.
