While CEOs had listed their three criteria of what they valued most in site selection, Texas ranked 1 for being the preferred state for doing business.

Irving, Fort Worth and San Antonio are some of the least expensive cities to do business with for companies thinking of leaving California, according to a recent 2022 Cost of Doing Business survey conducted by Kosmont-Rose Institute.

The survey, published since 2003, finds that 64% of businesses that have moved out of California in the past 30 years have relocated to the lower-cost states of Nevada, Arizona, Texas, and Oregon. The study includes 158 cities in the western United States and utilized seven variables for the analysis: sales tax, utility tax, business license fees, average office rent, FBI crime index, median home value and minimum wage.

Irving and Fort Worth were tied as the 4th least expensive cities to do business, while San Antonio was tied as the 8th least expensive city.Below is a table of the composite ranking of the least costly cities. Variables that are and above are listed as Top tier, Second tier , Third tier , Fourth tier , Fifth tier is the lowest cost , and N/A is no data.
