Worker turnover one of industry’s top concerns, with unskilled workers often lasting just days on the jobThe pandemic showed just how precarious the sector is if there is a shutdown at one of the two major federal level plants in Alberta. There are six of these plants in the province, but two of them — JBS Foods Canada and Cargill Meat Solutions — account for almost 90 per cent of the slaughter capacity.

Other issues include harmonizing specified risk material regulations with the U.S. to end a competitive imbalance, opening up access to capital to aid in expanding facilities, pathfinding to regulatory compliance and improved interprovincial market access.The beef industry is already pushing for some of these changes.

The study also calls for a return of boxed beef reporting by the processing plants to improve transparency and confidence in the pricing system.
