TORONTO — Prime Minister Justin Trudeau, Ontario Premier Doug Ford and Honda executives are expected to announce today that the Japanese automaker is building an electric vehicle battery plant in Alliston, Ont., part of a $15-billion investment.

The deal comes after years of meetings and discussions between Honda executives and the Ontario government that began after the last big government announcement at Honda's Alliston facility. Scott Moe has pledged the province will not send Ottawa the money it collects from the federal carbon price on natural gas. That move breaks the law, and Trudeau says the CRA has ways of making sure it can collect.
