That meant Phoenix was in more fierce competition for its spot in the rankings, which looked at the principal cities in the world’s 100 largest metropolitan areas. For the Valley, the clincher was the metro’s growing arts scene, as exemplified by such places as the Roosevelt Row Arts District.
