There’s been a 14 day quarantine for all people entering Taiwan since March. The government provides accommodation and will even offer the person in quarantine a financial reembursement for each day when the quarantine is finished. Taiwan’s cases: 440. It can and does work.

Impossible to implement. A more effective and simple remedy, adopted by other countries, would be to deny entry to anyone not resident (with exemptions for freight, medical experts).
