i have noticed a huge rise in billionaires wanting to create little islands for themselves to live on whilst promoting open borders for everyone

If the richest man alive is likely worth around 150 billion then who is likely to afford this. To be even considering such a project is obscene. Whoever comes up with this sort of cash should be instead made to stump up for ending world hunger and plastic pollution of our oceans.

The ocean will break it apart and swallow it up. I suggest the Germans spend the money on getting caught up with their NATO charges.
