CMA says it has received 17,500 complaints about package holidays in coronavirus crisis

The government has warned more than 100 of the most complained-about UK travel companies that they must comply with consumer laws over refunds for cancelled holidays or face legal action.

Isn't that how laws usually work?

I think in many cases these companies are insolvent and simply don't have the cash to provide refunds. I'm not sure that the threat of legal action will make much difference to that.
