Citing the need to support students with disabilities, Senator Sherwin Gatchalian urged state economic managers to reinstate the Department of Education’s budget for special education program.Gatchalian, chair of the Senate Committee on Basic Education, Arts and Culture, made the call after being told during the Senate Finance Committee’s hearing on the agency’s budget that the SPED fund was totally slashed in DepEd’s budget for 2021.
The senator noted there was a special fund allocated for the SPED program, but this time, it would be “co-mingled” with the other necessities of the department. “We all know that learners with disabilities really demand extra attention because of their situation, and that’s why I want to appeal to the body, to the Senate…for humanitarian purpose and to support our learners with disabilities, to reinstate the budget because they really need support,” Gatchalian said, after being briefed by Education Secretary Leonor Briones of the status of the fund for the SPED program.
According to Sevilla, the P300-million fund for SPED for 2020 was for procurement of special facility and equipment but were realigned for the Bayanihan 1 or the Bayanihan to Heal As One Act to supplement the government’s response on the COVID-19 pandemic. “We will adjust as to how much will be given to us, but of course, if we will begin, especially for the special education, then we will implement as provided to us,” Sevilla said.
