Singapore and the Chinese special administrative region announced two weeks ago that they had reached an in-principle agreement to set up a bilateral air-travel bubble to revive air travel between the aviation hubs in a safe manner. Mr Ong had said at the time that he hoped to see the bubble kick off in a matter of weeks.
While there will be no restrictions on the purpose of the trip, travellers are required to have been in either Hong Kong or Singapore for a 14-day period before they make the journey. There will be a quota on the number of people who travel between the two destinations under the bubble. The quota may be raised as operations stabilise, although it could also be lowered or even suspended if there is a spike in cases.
