Although either a Biden or Trump administration would have fairly similar end goals for regulating the flow of data, they likely will take different approaches. In most international negotiations, the Trump administration has taken a more confrontational approach with allies than past administrations have, which would likely continue in a second term. A Biden administration would probably seek to work more closely with allies to address their concerns.
As with the Privacy Shield, Biden and Trump probably differ more in approach than desired outcome when it comes to Chinese tech companies, especially in regard to Huawei and ZTE providing 5G equipment. In contrast to President Trump's targeting TikTok and WeChat, a Biden administration would most likely not create an arbitrary deadline for a purchase of a company like TikTok by a US company.
